أعلن الدكتور هيثم أبو سعيد، رئيس بعثة المجلس الدولي لحقوق الإنسان إلى الأمم المتحدة في جنيف والمعتمد بصفة خاصة لدى المجلس الاقتصادي والاجتماعي (إيكوسوك)، عن تلقيه طلب شكوى رسمية تمهيدًا لرفع دعوى قضائية أمام المحاكم الدولية المختصة بشأن جرائم خطيرة يُزعم ارتكابها في محافظة السويداء السورية.
وأشار الدكتور أبو سعيد إلى أن الشكوى المقدّمة تتهم كلًا من جهاز الأمن العام ووزارة الدفاع السورية، إلى جانب هيئات أمنية وعسكرية أخرى، بارتكاب انتهاكات ممنهجة بحق المدنيين، وذلك تحت غطاء مباشر من ما يُعرف بـ "هيئة تحرير الشام" بقيادة أبو محمد الجولاني، المعروف باسم السيد أحمد الشرع.
وأكد البيان أن الملف يحتوي على أدلة موثقة وقرائن دامغة، ما سيسرّع عملية دراسة الشكوى والانطلاق بالإجراءات القانونية اللازمة دون تأخير، حيث باشرت اللجان القانونية الدولية العاملة ضمن المجلس مهامها فعليًا لمتابعة القضية بشكل مكثف.
ولفت الدكتور أبو سعيد إلى أن هذا الملف قد يُشكّل نواة قانونية لـربط الجرائم المرتكبة في السويداء بجرائم مماثلة طالت محافظات سورية أخرى، مشيرًا إلى استهداف شرائح واسعة من المجتمع السوري، من مسيحيين، وسنة معتدلين، وعلويين، ودروز، وذلك في سياق جرائم يُشتبه بأنها تحمل صفات الاضطهاد الطائفي والتطهير العرقي.
وختم البيان بالإشارة إلى أن الشكوى ستتضمن ذكر الأسماء الكاملة للقادة والمسؤولين الميدانيين المتورطين والمحرضين على الوسائل الإعلامية والتواصل الإجتماعي، بما يمهّد لفتح ملفات قضائية فردية وجماعية ضمن الإطار الدولي، وهيئات أخرى.

Dr. Haitham Abu Saeed, Head of the International Council for Human Rights Mission to the United Nations in Geneva and officially accredited under ECOSOC status, has announced the receipt of a formal legal complaint requesting judicial action regarding grave crimes allegedly committed in Suwayda Governorate, Syria.
According to Dr. Abu Saeed, the complaint accuses elements of the General Security Directorate, the Syrian Ministry of Defense, and associated security and military agencies, of perpetrating systematic violations against civilians. These actions are reportedly carried out with the involvement of the militant group known as Hay'at Tahrir al-Sham, led by Abu Mohammad al-Julani, also known as Ahmad al-Sharaa.
The statement confirmed that the case file contains substantial and well-documented evidence, allowing for an expedited review process. The international legal committees affiliated with the Council have already begun formal procedures to follow up the case with urgency and precision.
Dr. Bou-Said indicated that the case may serve as a legal foundation for linking these crimes in Suwayda with similar atrocities committed in other Syrian provinces. The complaint references crimes targeting various components of Syrian society, including Christians, moderate Sunnis, Alawites, and Druze, suggesting patterns that may qualify as sectarian persecution and acts of ethnic cleansing.
The statement concluded that the complaint will include the full names of implicated field commanders and officials, paving the way for individual and collective legal proceedings in international courts. These efforts will be pursued with relevant International legal bodies and others.
